The lead up to the world summit in 1979 produced a negotiated, written World Programme of Action whose purpose was to encourage collaboration between countries and regions on fundamental scientific research and technological developments.  The organizers held meetings in every country and a series of regional conferences to prepare nations for the global forum and for signing this major international treaty.  An outcome of the Conference was the Commission on Science and Technology and a series of annual meetings where countries can raise critical challenges and explore opportunities presented by rapid technological development – to ensure developing countries and people do not get left behind.


Monica joined the Conference secretariat in about 1977 and was assigned responsibility for preparing the information technology section of the World Programme and the treaty. However, being a young woman, she was not permitted to travel to meetings and conferences in countries in the Middle East, Africa, and Asia that needed help, which was a big disappointment.
